City Planning and Development Coordinator’s Office

The office maintains this portal to publish the planning data behind the city’s development plans.
Mandate
The office operates under Section 476 of Republic Act No. 7160, the Local Government Code of 1991, which assigns the planning and development coordinator responsibility to:
- Formulate integrated economic, social, physical, and other development plans and policies for consideration of the local development council;
- Conduct continuing studies, researches, and training programs necessary to evolve those plans and policies;
- Integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies;
- Monitor and evaluate the implementation of the different development programs, projects, and activities in accordance with the approved development plan;
- Prepare comprehensive plans and other development planning documents for the consideration of the local development council.
The office serves as secretariat to the City Development Council and prepares the Comprehensive Development Plan and the Comprehensive Land Use Plan.

Legal basis
- RA 7160: Local Government Code of 1991; mandate of the planning office and the framework for CSO participation in local special bodies.
- DILG MC 2022-083: guidelines on the registration, recognition, and accreditation of civil society organizations; accreditation is valid for three years.
- RA 11315: Community-Based Monitoring System Act, the basis for CBMS data collection.
- DILG RaPIDS: Rapid Poverty Incidence Diagnostic System, used alongside CBMS for targeting.
- RA 10173: Data Privacy Act of 2012, which governs the handling of the underlying household records.
Privacy
All figures published on this portal are aggregated. No household-level or personally identifiable CBMS record is released through these dashboards. Underlying records are held by the office and handled in accordance with RA 10173.
The portal counts total page views for the CBMS dashboard using a single stored value. No personal data, account, or tracking profile is collected; a flag in your browser’s local storage prevents repeat counting from the same device.
Two third-party services see your request: Tableau Public, which serves the embedded dashboards, and Google Firestore, which holds that view count. The portal loads no web fonts, no analytics, and no advertising scripts.
